Good question, will post to the reflectors.
No, had not considered separate mode categories. Two reasons: EQP
has been very nearly 100% CW in the past two years.
We want to keep the rules and scoring as simple as possible. If these
rules significantly increase activity on SSB and RTTY, we
could consider mode categories for the following year.
