Step 7(a) on page 5 is correct.  Step 14 on page 2 is also correct.
Page 2 refers to having the signal source and the KX3 set to the same frequency. Page 5 requires that the signal source be set 16 kHz lower than the KX3 signal - you will be tuned to the opposite sideband, so the signal may be weak. Increase the level from the signal source or increase the preamp gain.

If you cannot hear the opposite sideband signal, it may already have an optimum setting.
