I just built that RF load kit from OHR. Works as advertised. At 150 MHz, the impedance is 50 + j2, which is pretty good for metal oxide resistors. At HF, I can't measure any reactance but that's probably due to the SWR meter.
The load is convection cooled (flow-through).
