Windows before XP didn't have native NTP support.

In XP, right-click on the clock, then choose "internet time" and enter 2.pool.ntp.org as the server. Make sure the synchronize box is checked.

I'd expect later versions of Windows to be the same, but they probably aren't.

There is a list of public, stratum 1 time servers, but please please do not use them directly, unless you run your own time server.
