Operator error. I somehow had Ant 2 selected which begs the question as to how I was receiving signals at all (nothing is connected to ant 2). Selecting the actual antenna and such works 100%.

Didn't notice any difference between the tuner active and tuner bypassed. Tuner insertion loss is in the order of 1.0 dB or less when matched, depending on which side of 50 ohms it is required to match. The signal immediately jumped over S9 (was around S7 before).
