My feeling is that as long as all errors are corrected, it really
doesn't matter how skilled the builder was from a performance
standpoint. If the instructions are followed carefully, the rig will
perform to spec.
However, since the biggest problem that beginners seem to have is poor
soldering, sometimes a beginner's rig may have poor joints that don't
cause problems immediately.
