Aaron,

It may be that it is not locked, but that the VFO encoder is not working because the encoder board is contacting something on the back of the Control Board.

Remove the top cover, then remove the 2 screws fastening the Control Board to the Front Panel. Tilt the top of the Control Board toward the rear of the K2 and see if it starts working.

If that fixes it, put a piece of plastic or card stock cardboard behind the Control Board in the area of the encoder board and then put the 2 screws back in. Check to be certain it works with the screws snugged before replacing the top cover.
