John, I've seen those symptoms when the XV power out was adjusted to 20 watts at the high end of the band. The K2 28MHz band has a bandwidth of 800KHz. If the XV 20 watt power is adjusted at a frequency much over that 800KHz bandwidth, the K2 isn't really putting out the full 1mw so the XVpower out is adjusted too high.
