Everyone is quite right about the adjustable power supply suggestion. I was fixated on the power supply issue without considering the nature of the load.
I like Walt's suggestion of simply switching in more LEDs as needed. A rotary switch adding more LEDs with each position would make adjusting the light level easy with a simple turn of the knob.
