Thanks, Lynn! That's a much more cogent explanation than I was able to extract from either UPS or USPS the time it happened to me.
Ironically, that event ended up in my favor. Although I had to re-order my goods with a different destination, the price dropped in the meantime and I saved quite a lot of money.
