For a combination of campfires and great operating environment you might look into one of the beaches on the coast, such as New Brighton State Park in Capitola, just south of Santa Cruz on the Monterey Bay. You probably won't have any issues with a campfire in the locations designated for camping and it's hard to beat the effects of that huge, unobstructed ground plane to the west that we call the Pacific Ocean.
I'm sure there are many other camping beaches that a little on-line research will turn up.
