Hi,
The Win4K3Suite software has nothing to do with the frequency memory editor. The editor is used to assign and edit frequency memories in the radio and assign labels which are sent to the radio and if requested, saved to a file. This file is then used by Win4K3 if the Frequency memory window is opened to load the labels. I just tested the latest Elecraft memory editor. It downloaded fine and works fine. This is the case with Win4K3 open or not. I would suggest doing an uninstall of the Elecraft Frequency memory editor using the control panel, then downloading the file again. If you cannot download the file then there is something fundamentally wrong in your Windows install.
But it has nothing to do with the latest Win4K3 release.

Was it still working after the Win 10 update? If so, best bet to look at
as the problem source would be the more recent update of Win4K3Suite.
