That's  fine for decode, but transmit uses the 2.8 kHz filter.

Absolutely not true.  All it takes is the KFL3B-FM of KFL3A-6K filter.
I regularly decode the entire 4 KHz combined JT65/JT9 segment or more
than 3 KHz of FT8 activity.
