The encoder itself is the same one used in the K3/K3S, so I think if
there was a bad batch of encoders in the Elecraft stock, it would have
been noticed and quickly corrected.
However, the board to convert the pulse count of that encoder to that
needed by the K2 is suspect in my mind. It is 'firmware' and I suspect
that there may have been some unprogrammed ICs made their way into the
K2 encoder assembly packages. Of course, that remains to be proven, it
is just a guess on my part.
Continue to work with support, it should be resolved soon.
