I would expect an audiologist to consider 3kHz as a high frequency, as they are generally interested in speech intelligibility, and hearing aids are not, generally, high bandwidth devices.

It's also high in musician's terms, being three and a bit octaves above middle C.

Someone with age related loss could easily be about 40dB down at that frequency.
