Yes, the ports are the same, and this happened whether the PC was plugged in to the laptop, or any USB port on the desktop.
I've done a little bit more troubleshooting and it looks like a hardware problem on the radio. When I plug the P3 interconnect into the P3 CAT stops responding. With just the USB connection present it behaves. The instant I plug in the P3 (the connector next to the USB plug on the K3s), I lose CAT control.
