From the FAQ: "You must operate all transmitting and receiving equipment from emergency power. If you use a computer for digital modes, and/or to control or operate the radio, it also must use emergency power. If the computer is used only for logging and is not keying the transmitter, it does not need to be emergency powered.”
Now this is an answer to a question about the 100 point emergency power bonus, but we have been told it applies to normal operation as well. The key is “controlling the transceiver”. If it even changes bands or causes transmission, then it must be operated on emergency power. If anyone questions the charging requirements, section 6 “Miscellaneous Rules:” states: "6.9. Batteries may be charged while in use. Except for Class D stations, the batteries must be charged from a power source other than commercial power mains. To claim the power multiplier of five, the batteries must be charged from something other than a motor driven generator or commercial mains." Very clear. 73!
