Kent, There is no 'official' concensus that I am aware of.
Each contest should specify what they consider QRP power levels in their contest rules. CW is almost always 5 watts, but SSB is sometimes either 5 watts or 10 watts - the ARRL seems to consider 5 watts as QRP for both SSB and CW.
