Do you measure voltage at the battery connector?

Subject: [Elecraft] KX-3 won't turn on with batteries
I got my new factory built KX-3 last week. I just installed new
eneloop
pro NI-MH batteries and the radio will not turn on using the
batteries.
Using a power supply I changed the charger settings per the manual,
when
I try to close out of the menu I get a batt err message.
Yes the charger was installed at the factory.
I also tried a new set of Energizer Max still will not turn on.
All batteries are new and the voltage is as it should be.
I also checked battery plug in the radio it was tight.
I did check polarity several times.
Any ideas???
