One of the first clues to look for in regard to the audio level out of the computer being low is the PTT LED on the Signalink USB does not illuminate on transmit command from the software.

A second thing is to check the CODEC to see that the correct one is chosen.

If one has the PTT LED illuminating on the Signalink USB, you have the correct audio level and correct CODEC chosen from the computer.

Thanks for the helpful suggestions about why my K2 would not go into
transmit via my Signalink and various digital programs. It turned out that
a sound setting in Windows was messed up so that audio from the computer
was not getting to the Signalink.

Took a screen shot of the setup so next time (and of course there will be a
next time) maybe I can answer my own question.
