I have lived at about 7000 ft asl for the last 14 years and never had a problem with a multimeter functioning properly. This includes cheap Harbor Freight models. an HP or two , a Fluke, an old analog Triplett (Simpson?)260, and several rigs with LCD displays.

So that although I suspect that the there is a limit, it is much higher than 7000 ft asl, and the 6500 ft asl is an aribitrary limit imposed by someone who lives near sea level. Like in Taiwan, Malaysia, or Tijuana. I would think that the multimeter that you are considering will do fine where you want to use it and you will have no problems.
