For measuring mw level RF, the HP-432A Microwave Power Meter is excellent and reads up to 10-GHz, which probably not needed by most who read this reflector. They sell used at about $150, but the power sensor and cord are hardest to find.

For most reading RF voltage across a 50-ohm dummy load with an oscilloscope is good. Read the peak voltage and calculate the rms voltage. Vrms = 0.7071*Vpk. Power = Vrms^2/50. Scope needs to be rated for the frequency being measured.

One other note: I have found my K3 will drop power if the load is not low SWR. Could the input impedance of the Q5 not be 50-ohms?

I assume the input is similar to the DEMI 432 transverter with a choice of high power (up to 10w) or low power (down to -20mw). There is a mini-pot for adjusting Tx drive on the pcb. The Q5 manual should have installation and tune-up instructions that mention input power requirements and drive adjustment.

Probably a call to Elecraft Service might help.
