There was a very good description of the K3 NR written by Lyle, the DSP designer for Elecraft. It may be on their website.
Basically, as I understand it, the NR is designed to work against random noise. Noise that has a correlated component, like line noise, it doesn’t address as well. I’ve found that, properly adjusted, it works very well on CW but using it on SSB created unacceptable “mush” on the audio.
