Yep, that's one that got by me. The original resistance spec for Q1 base to
ground was 12 to 16 ohms but some units came in right at 12 ohms so the
engineer moved the spec to 11 to 16 ohms.

Somehow one of the numbers in the table didn't get changed. That my error.
They both should be 11 to 16 ohms!

So your unit is fine Keith; it's the manual that needs fixing.

Since the base circuit for Q1 and Q2 is quite symmetrical, there is no
reason to have a different resistance reading on one as opposed to the
other.  Neither Q1 nor Q2 should conduct with a resistance check, you should
be measuring the resistance of the other circuit elements and not the health
of either Q1 or Q2.

Ron can speak better than I for the reason the values are listed
differently, but I do suspect it was an oversight.
