In a quiet shack, listening to the speaker, mine runs about 9 to 10 o'clock for plenty of audio, using the internal speaker. It's more in the range of 8 o'clock using the 'phones. That's assuming AGC is ON and the RF gain is full up.
Of course, a noisy location will change things dramatically! Is yours the same for both speaker and phones? If it's only on speaker, do you have the speaker wired correctly? If you reversed the leads to the speaker itself it'll dramatically reduce the audio because the audio line will be shorted through the case ground.
