Yes.  I just this verified on my K3 :-)

can the sub receiver be receiving at the same
time as the main transmitter is transmitting?

Yes.

Can the VFOs be set to track each other?

I believe this is also a yes. Firmware isn't yet in place but will be. I just love committing Wayne to things here in public :-)

With suitable transverters (such as the XV144 and XV432), a K3 with subreceiver should be a fantastic satellite rig. I've been a volunteer engineer for AMSAT since 1983 (do they issue a QC AMSAT Volunteer badge? I qualify next year!) and I have been pretty active in pushing for satellite features in this radio's design.

What other satellite-related features do you wish it had? Maybe it does; if not, maybe it can?
