That's because the D layer absorption means your signals on 80m won't travel very far at that time of day. If you live in a rural area there may not be many stations on the air within reach at that time. It might not be the same in a densely populated area, though. Unfortunately it's hard to make rules that allow something to be done only when it doesn't affect something else.
