First, ensure you are tuning into a 50 ohm dummy load. The K2 power calculations are based on the assumption that there is exactly a 50 ohm load. The initial dummy loads I was using, once I checked them with an analyzer, were off by a bit. I found one showing 50.1, and used that and the rig responded much more as expected.
That being said, the K2 isn't the most stable from a power output perspective. As I have been using mine a bit, and have the amp and the tuner, I set it to a power level a go. Not often watching it as I make changes. As memory serves, there is also some concerns, as far as how the rig is brought into the continuous power mode for measurements.
