when bypass is selected. AM I CORRECT ???

Certainly possible. The K3's meter is before the tuner, and 'bypass' isn't exactly 'bypass' because the tuner is in line and set to compensate for stray inductance/capacity of traces, etc. in order to provide a 1:1 SWR reading when connected to a 50 ohm load.
