I should have mentioned that this happens in CW mode and not SSB mode.

I do not see the need for using the CW delay time when manually exiting
xmit mode when I press the XMIT button. I would expect the rig to return
to receive mode as soon as the button is pressed. If I set the CW delay to
zero, the return is instantaneous. I admit that I only rarely use the
manual XMIT mode but I find it distracting when I do.
