Trevor, is 100 milliwatts (0.1 watt) QRP enough? The NCDSF/IARU beacons have been doing just that for years on 20 through 10 meters with transmission from up to 18 countries on a single time-shared frequency in each band.
Each beacon transmits its call followed by four dashes. The first at 100 watts, then 10 watts, 1 watt and 0.1 watt.
