Increase the threshold further. Noise peaks are not uniform, and as you increase the threshold you'll find that most of the noise stops but occasional peaks still get through, resulting in the crackling you are hearing. Hear cracklies? Keep increasing the threshold! After they stop, increase it a bit more.
