The female mini-plug marked "SUB RX" is for a 1/8" stereo cable that goes into the back of a microHAM MK2R or MK2R+ for subreceiver audio in. The 37-pin cable was full, so that line was made separate. I don' t know the answer to the Inhibit question, but I would recommend you ask on the microHAM forum.
