I use TEST mode in exactly the way you do, and have long had the same issue with it not persisting when power is cycled. I've mentioned it more than once on this reflector but a rationale hasn't been offered. To my mind a "safe" condition, once established, should remain that way until the operator changes it. Transmit disable on the Orion worked this way.
