13k is a standard value in the progression of 5% resistors (10, 11, 12, 13, 15, 18, 20, etc.). It is difficult to get 10% resistors anymore, and 5% tolerance is normally used. If your local parts source does not have them, perhaps they are only stocking those values from the list of 10% tolerance values to save shelf space.
