Gary, Since you are using the Rework Eliminators, did you add the Rework eliminator for the K60XV and add D19 and D20 as well as change the value of C73? from 82 pF to 120 pF? If so, you must follow the instruction to set the secondary menu parameter for D19 to "y". Failure to do that will result in an incorrect VFO frequency on 40 meters, with a resulting failure for CAL PLL. All that is despite the fact that the displayed frequency says it is on the 40 meter band - it actually is not.
