Those options are: (1) Cascade Windows, which arranges the windows from the upper left corner of the screen overlapped downward and to the right. (2) Tile Windows Horizontally, which does exactly what it says. (3) Tile Windows Vertically, which also does exactly what it says. I don't know anything about the applications you are using, but having them start up in the same size and location next time you load them depends on whether the programmer of an application coded the application so that it saves the size and location of the application when you close it and restarts it based on what was saved. This is a feature often overlooked by application developers.
