Chris,

The 4.92 volts on U6-30 is good - that was the one you reported as zero 
or very low, and is what prompted me to ask you to measure the 
resistances.  I think you had an incorrect resistance reading from RP4 
pin 5 to U6 pin 30.  There should be nothing between those points but PC 
traces, so you might want to check again.
Re-check the voltage at U6-30 after restoring R1 - if it is still near 5 
volts, then all is OK.
