I don't understand what you mean by "export" model. We can and could buy an amp that will produce power way over the limit. We just can't transmit over the limit. A Henry 2K will output 1500W and a 3K much more.
A 2500W amp driven at 60W to produce legal power is cleaner then an exciter and amp pushed to the limits. The only rule I know of is that the amp won't have ten meters, and you will need to produce a ham license to get a ten meter kit. > It must have been the "export" model.
