When the K3 is off it won't respond to serial port commands to turn itself on.
You should use an external device (a relay or logic) to pull a pin low on the K3 back panel 15-pin accessory connector that will turn power on. See the K3 Owner's reference (Revision D6), page 18 for the pinout of the ACC (accessory I/O connector), especially pin 8, and the description on page 44, "Remote Control of the K3", "Remote Power On/Off".
