You have the DTR and RTL on the serial connector.  If you are not using them 
for something else, like keying you could use one of them to control a relay to 
toggle the pin on the accessory connector.

When the K3 is off it won't respond to serial port commands to turn itself
on.

You should use an external device (a relay or logic) to pull a pin low on
the K3 back panel 15-pin accessory connector that will turn power on.

See the K3 Owner's reference (Revision D6), page 18 for the pinout of the
ACC (accessory I/O connector), especially pin 8, and the description on page
44, "Remote Control of the K3", "Remote Power On/Off". Your external control
device needs to ground the Accessory I/O pin 8, "POWER ON".
