Joe, You were right!
The "Y" cable at the SteppIR connector had the other leads of the RS232 connector connected. I disconnected all cable leads and left only 2 and 5 cable leads connected. I confirmed that 7 and 9 were already jumpered. All is working now using the Edgeport USB>SERIAL converter.
