Don, I would suggest you first look for a solder bridge in the vicinity of FP DS2 (the LED array) pin 20 and/or U4 pin17. There are via holes on the board between those location which are also potential places for solder bridges.
If you find nothing in that search, then the most likely problem is that U4 has a bad output at pin 17.
