To compare apples to apples where it is important, compare the CFM rating at low, medium and high speeds. The RPM is only indirectly related to the air moving capabilities. Things like blade shape, ducting, and other similar parameters all contribute to the fan efficiency and the amount of noise that is induced at any fan speed.
