Pete, There may be enough interest to warrant a public reply. Those are usually called "flush cutters". One inexpensive (and quite good) model is the 170M by Xcelite or Cresent or Lufkin (same company, Lufkin Tools). I have found them at Home Depot in the past, either singly or in a package with similar thin nose pliers. If you don't find them locally, try Google to identify some sources.
