Hallo, Case 1: If Mike Ossipoff is an eligible voter, then ROC is identical to "Random Dictatorship" with Mike Ossipoff as dictator.
Case 2: If Mike Ossipoff is not an eligible voter, but he says in advance who his favorite candidate is, then ROC is identical to "Random Candidate" where Mike's favorite candidate is chosen with certainty. Case 3: If Mike Ossipoff is not an eligible voter and he doesn't say in advance who his favorite candidate is, then ROC isn't an election method since the winner depends on more than just the opinions of the voters. In case 1 and case 2, ROC is a rank method because the winner doesn't depend on information that is not included in the individual rankings. In case 3, ROC isn't even an election method.
