EM list-- My IRV UUCC badexample outline had some typos in it. But when the conditions for IRV's failure are written correctly, and written as a system of linear equations, there are more unknowns than there are equations. So the system has a number of solutions. And it isn't necessary to get solutions in whole numbers; one can just find vote percentages that satisfy the equations. The 1st choice vote totals of B & Bc can be set equal, since I want them to be within one vote of a tie. Well, I'm not a mathematician, and so I'd better not sound so sure about this paragraph. But, with 100 million voters, isn't a solution in terms of vote percentages good enough, with B & Bc equal, when actually we want them one vote apart?
