The Second Treatise of Government by John Locke (1690) is at http://www.orst.edu/instruct/phl302/texts/locke/locke2/locke2nd-a.html in 4 parts - a., b., c. and d. html The Treatise was written to defend majority rule (and demolish what was left of so-called divine right of kings). Compare the various words and phrases in the Treatise with the second paragraph of the U.S. Declaration of Independence (1776). Note especially sections 157-158 in part c. In view of the minority rule gerrymanders in electing the U.S.A Congress and every State legislature in the U.S.A. and many other legislative bodies, the Treatise is still very important.
