No, it doesn't, but there are some useful beginning steps, especially the establishment of a National Election Commission, which is, I would think, a necessary pre-condition for any far reaching election method reforms. The recommendation about enfranchising ex-felons is a bit weak, but definitely a step in the right direction for American democracy (universal adult suffrage is in sight). The media stuff is kind of interesting - a lot of free air time to presidential candidates & trying to stop broadcasts with exit poll predictions until polling has closed in the West. Craig
