This method was introduced in the middle of another thread, but not as well as it deserved, so here goes again:
Ballots are range style. Let R be the highest range value such that if all of the alternatives that are rated at or above level R are advanced to Equal Top, then for some alternative there is a positive difference between the number of ballots on which that alternative is rated Equal Top and the number of ballots on which any one alternative is rated above it. Select the alternative with the greatest such difference. This method satisfies the FBC, the Majority Criterion, is Monotone, is as Clone Free as basic Range is, and seems to be strategy free in the zero info case. The PG stands for "Pretty Good," or is a reminder that when candidate X is rated below R (i.e. PG) it is not considered Equal Top. Note that the existence of the required R above the lowest range level is assured, since if no higher R works, the one just above the lowest level will do.
